That's correct, editing an order is not possible without an add-on. As we only take payments via Sagepay, there is not a way for us to change payments in any case so we display a message in checkout confirmation page to inform customers that orders and payments cannot be changed after orders are finalised. I did install this one in an earlier version of Phoenix and it worked except for one minor display problem. I don't recall if I made other edits to get it to work but it might be worth trying.
