'Account limit reached' - where is this coming from?

Using 2.3.4.1 CE and PHP 7.0  Might be Edge, might be Gold, not sure.

I'm trying to create a test account in my live site and keep getting this error at the top of my screen in catalog/create_account.php

I've had a few test accounts over the years, all of which have been deleted.

My website will not allow me to create a new account now.

I tried deleting some very old accounts, many years old, thinking that maybe something was wrong with my database and I had hit some kind of 'limit' on the number of accounts, but no luck.  Same message every time.

I'm not trying to do it every five minutes, either.  More like....every 3 or 4 hours.

I have no idea what to look for now.  I can't even find the text for that message in the language files.

What could it be?

I found your site and was able to create 2 x accounts (called 'test delete' and 'test delete2') successfully.

Well, that only took me 24 hours to figure out!  It's the Honeypot Captcha contrib.

Problem is...I'm trying to create an account MANY hours after the fact. 

Guess I need to head over to that support thread.
