At best it is rubbish and may cause your site to be blacklisted as newsletters can be marked as spam by some customers. Depending on the number of customers you wish to send newsletters to, you may also have to figure out a way to send emails in batches as most hosts have limits on emails that can be sent in a day or hour. It would be better to export your customers details to a program like mailchimp and send newsletters from there. But to answer your question it will send newsletters to the address customers use yo sign up to your site with.
