Where is OSCOM_Hooks defined?

I cannot find where OSCOM_Hooks gets defined, or in my specific case it is not getting defined. This causes the following error:

Call to a member function register() on null in catalog/admin/orders.php:15

Which version of osCommerce are you using? Have you installed any add-ons? If so, which one(s)?

And, while it won't have much influence to your issue, which version of PHP are you running?

If you are running the "official" osC 2.3.4 or 2.3.4.1 download, your installation is obsolete! Get the latest community-supported responsive "Frozen" release here

Before going off on a wild goose chase, is this the official release (from this site) or is it Edge or Frozen community-supported release (on GitHub)? I'm not sure they behave the same way WRT hooks. An add-on intended for Edge or Frozen may not work properly on the official release. Anyway, you've gone down a dead-end road if you're on the official release.

Not sure I want to follow this. Who is to say which is obsolete and which functions properly?

Which version will work in a stable manner with the "official" PayPal app v5.018 with legacy 2.3.4 corrections?
