I hand handling fees setup on working USPS Methods installation. 4 items can fit in a flat rate box medium, 2 in a flat rate regional rate A and 1 in a flat rate envelope. Can this be configured? I thought about adding an item " QTY 4 Plus Free Shipping" Price X QTY 4 Plus Free Shipping" Price Y QTY 4 Plus Free Shipping" Price Z However the handling fee is added to those products even though there is no weight.
