I can only see an SEO URL contribution and perhaps a real time shipping estimator.. Other than that, it is just a template. Luigi, v2.3.1 uses CSS, Divs and Jquery where the previous versions did not. The basics for design 2.3.1 thread I mentioned covers a lot of the things you will need to know in order to change the layout and design of a new v2.3.1 installation.
