Service Fee and Use Previous Order Contribs?

Are there contribs that allow for a Service Charge to be added to each order? And also a contribution that allows customers to create new cart from previously purchased orders (in grocery store cart environment)?

 

Anyone know if these contributions exist? I could not find them in the contrib search.
