Setup more than 2 Zone Rate issue

Hi, I'm trying to setup 4 zone rates so I update "$this->num_zones = 4;" in catalog\includes\modules\shipping\zones.php. Then I only see some more input boxes but don't see something like that:

 

Zone 3 Countries

Comma separated list of two character ISO country codes that are part of Zone 3.

 

Zone 3 Shipping Table

Shipping rates to Zone 1 destinations based on a group of maximum order weights. Example: 3:8.50,7:10.50,... Weights less than or equal to 3 would cost 8.50 for Zone 1 destinations.

 

 

Zone 3 Handling Fee

Handling Fee for this shipping zone

 

Do I miss any other setting? Please help.

 

Also, when the weight is more than 6kg, I want to set for each additional 1kg, it will charge $10.00. How can I do so?

 

I only have 4 zones but for the rest of the countries, I want to attach a note to them that shipping cost would have to be quoted by email. Do I need to set the 5th zone to inlcude all the rest of the countries? Or how can I do that?
