I've had errors like this caused by extra white space at the ends of some files. Check includes/functions/database.php and make sure there isn't any whitespace after the last ?> at the end of the file.

as I said this has only occurred following paypal instalation

There is a duplicated command most likely in the checkout_process.php find the tep_db_connect and comment it out and see if this corrects the issue If you added the paypal.com mod I am thinking of then this should be a start.

 

Comment out do not delete it.

did you override the catalog\includes\languages\english\checkout_process.php (string file) with the one from the catalog root? You should compare the 2 files although they have the same name their contents must be different. The language files is simply a string file

It was not the checkout_process.php that was duplicated, but checkout_shipping.php.

For the record...do you have any idea how this duplication may have happened.

I have solved the problem see below. Duplication of file was the problem.

happens many times if you accidentally confuse the directories you copy the files into. the language folders have many files with identical names as the catalog folder. Sometimes you forget to switch to the proper folder.
