Language Variables in Index Template

I'm attempting to create a custom index template (index.php.html). Trouble is I can't use any of the definitions from includes/languages/index.php, only the symbol name will appear. (That means when I want to show the main text, all I see is MAIN_TEXT.)

 

Must I detect the chosen language, and include the appropriate index language file myself, or is there something I'm doing wrong? The file is named properly, Index templates have been enabled, all the variable names are correct, etc. Are there certain limitations to using inline PHP code in the STS templates?
