Multiple Addresses in "Send Extra Emails" causes 501 error

I am running on a windows box (live server, not local). I have discovered that when I add multiple addresses to the "Send extra emails" field I get the following error:

As long as I have only one address I am fine. I tried escaping the comma and using a semicolon instead but neither of those things work. I suspect it has to do with string handling by the PHP engine on the windows platform, but that is just a guess. Has anyone else got a suggestion?
