This has to do with the shipping USPS. What this error means? Thanks...

I am getting this same error, but only when selecting a shipping destination such as Guam. I've seen this issue in a few other threads but haven't found a fix. Does anyone know why USPS would work fine for other United States territories (i.e. Puerto Rico), international shipping, but not for Guam? Thanks.
