Multip Flat Rate per Category per Shipping Zone

I'm looking for a contribute or some help to setup a shipping module. What it is that I'm trying to accomplish is that for a shipping zone (IE US & Canada) that a flat rate would be applyied for each category such as category 1 $1 category 2 $2 then the shipping would calculate a total of $3. If its outside this zone it will be based on the UPS Module. Any help would be appreciated.
