So why dont you make those changes and then make them available to other users to improve their user experience. Keeping things to your self helps no one apart form yourself, but that is the latest trend within these forums I feel.
My site has been customised to suit my business needs, and its taken a long time to get it to where it is today. The older versions on the site have been online for over 12 years now, and believe me there have been many changes. Many of the changes I paid for over the last few years have been used by others as they are now supporters codes and are available for the benefit of others. Thats how things improve. Any Phoenix installation can be altered to suit, so the attitude that Phoenix can only be used in certain countries is the fault of those businesses in the countries where people cannot be bothered to improve what they have. Your fault no one elses. The core coders give you the building blocks, all you have to do is to put them together to suit you, or you could just let others fund it and do it for you.

Core is always evolving and getting better, it will eventually end up in a place where everything can be done without core being affected at all.  To get to that place means some "hurt" for existing addons. What we have is a small team of addon developers who are actively involved in helping Matt @ecartz and myself to "bend" the core code to better suit their addon needs, which means their addons become much easier to install.
Think back to the days of 2.2 (or even 2.3) where you would see addons changing core code on lots of different pages to do something.  We've massively reduced that with the help of supportive addon makers and supportive shopowners.
On the flip side of that coin are the addon makers and shopowners who have zero input into the core code.  If one has zero input, one should expect to have to deal with problems as they arise, rather than know upcoming problems in advance.
I can summarise this as so:
The core does not stand still because of addons.

You can change those headers within the Admin section (though I personally have not tried to do so).

It might be easier just to remove the requirement that the order status exist.
    LEFT JOIN orders_status s ON o.orders_status = s.orders_status_id AND s.language_id = " . (int)$languages_id . " WHERE Also consider the case where the missing order status is not 0.

You have many files that are not in the english core.  You might like to get that problem resolved so that russian users will benefit ?

As far as I recall, it depends on one thing; whichever "signal" gets back to the shop first.
If the customer arrives back before the IPN...
    -or-
If the IPN arrives before the customer.

I am not a supporter of Brexit, but I would consider this lucky for the British.
We are getting mad in Europe, looking at this example. For those 100 people we have to change our software? NEVER as far as I am concerned.

Sorry .. but that is crap. Just read carefully the comments of John - Matt and Gary. If you and others in general can not keep up (dont have the skills) with changes than stick to quite stable 1.0.5.0 ... But for every simple notice moaning about stable is not going to bring us where we want to be.
I am very sorry if I am blunt but I don’t know how to put it nicely.

Note that you might still have to update the crt file *after* installing the PayPal App.  Because the most recent version of that App is older than the addition of the crt file to Frozen.  But installing the App should get you a crt file to update.

Thanks Martin, that fixed it for my customer's site.
@saxcbr @Cary @cdetdi @Mac Fly please try copying the above file into your shops.
You can then try resending an IPN from your Paypal account (finding it is tortuous):
log in to PP, hit cog > Account settings
scroll down to website payments on left menu
choose Update next to Instant Payment Notifications
in the middle of the first line of text, hit the link IPN History page
This shows you a list of IPNs, defaulting to the last 24 hours - change the period if necessary and select one to resend
    [fingers crossed]
