I was having the same problem then I found this solution. It worked for me :-)

Hi, I can't find the shipping module in admin.Where is it located? I clicked on Module -> Shipping -> And all the shipping options appear but none of them is activated/installed. Basically I have no shipping from the admin point of view. I've also activated the downloads options and the products weight are 0. I am hoping to skip the Delivery Address step during checkout as it is not necessary since the whole transaction will be via email. The Shipping/Packaging under Configuration is all 0. Please help.
