I had the same issue and found the answer here; http://www.oscommerce.com/forums/index.php?showtopic=221736 Basically you need to click remove on the shipping module and then re-install it (after you edit zones.php). You then get the multiple zones with fields descriptions which saves too!! Hope this saves someone a few minutes!!!
