Unless your friend wants to sell mail-order brides or such, I'd say osCommerce is not the correct software.

There are some changes required as far as I can see;
1. allow partial quantities to be inserted (for purchasing)
2. add the "sq/foot per carton" setting to each product
3. work out what the customer wants (#1) compared to #2, and either allow the order to progress or to update the quantity to the next level (and tell the customer so).
All in all, not a difficult project, but also not quite straightforward.
I don't think that there is presently anything available that would handle this.

Bear in mind that most of the better addons come directly from people who ask a developer to make them. that buyer then takes the time to upload it to the addons area, so that it can be used by the rest of the users (usually without any thanks to the developer or to the person who spent money).
The ecosystem of osCommerce would be badly damaged if developers were specifically excluded.
