paypa error exceeds limit exceeds your remaining

I am losing orders because people are getting to PayPal and when trying to pay by card they are getting this message..

I think this explains why there are so many going to Paypal but not completing..

error message: "this transaction exceeds your remaining sending limit and therefore cannot be processed by paypal, please return to the merchant website and use another payment method, to remove your sending limit, please verify your paypal account, to learn"

You have restrictions on your PayPal account.  You have to verify your credit card and / or bank account with PayPal in order to lift those restrictions.  You can also upgrade to a Business account to increase your limits.

so its not an issue with coding or payment module, it needs upgrading the paypal merchant account correct?
