inoperant's dropdown menu when we create a new administrator account with some browsers

hi harald,

i found a bug when i create a new administrator, i can't select "Global Access".
this bug appears with IE9, Firefox 8, Opera 11.52 :

not with Chrome 15 and Safari 5.1.1 :
