Some of the details can be removed from the admin in the configuration under "Customer Details". To make some of the non-required fields required you will need to modify I believe form_check.js.php in the includes folder - some customization needed - unless there is a contribution that is out there.

Easy way is to place a small note under or above the shipping rates "We will NOT ship to PO boxes".
