Hello.  I've already looked the forum up and down and couldn't find a solution to this problem and thought I'd post it here.
First, background.  I'm in Japan and I'm trying to sell goods to other American expats living in Japan, using Paypal Standard to accept payments.
If my customer's billing address is in the US and their shipping address is in Japan, I get this error in Sandbox and live.

Paypal does not allow your country of residence to ship to the country you wish to

Japan has it's own Paypal site (paypal.jp) and can send and accept payment to/from any country, so I was surprised to see this error.
According to the Paypal technical rep at this link (https://www.x.com/me...e/195696#195696), the workaround is to not send the shipping info to Paypal.
Is there a way to do as the Paypal tech rep says at the link and not send the shipping address to Paypal?
