How to shorten or relocate the Cart Contents, Checkout, My Account, Log Off Buttons

I have created a banner for the upper left corner of my site and everything looks fine at first.  But when someone signs in, the group of buttons in the upper right corner extend from "Cart Contents, Checkout, My Account" to include "Log Off".

That makes the strip of buttons longer and causes that group of buttons to move themselves down partially into and below the "Top >> Catalog" Bar

I have tried shortening the banner itself, but if I make it any shorter it will not be proportionate.  So I was hoping it would be easier (or at least not too difficult) to just relocate the buttons (or maybe even shorten them a bit).

But I wasn't even sure what that group of buttons is called or what file I would find the code that determines their placement.

Can anyone help or offer a suggestion?

Customers can't login

This problem has just been brought to my attention, but no changes have been made to the site in quite some time (other than upgrades to 2.3.2, could that update have caused an issue?) so I know it is nothing I have done.  But I don't even know where to begin looking for the cause of the problem.

A customer can add an item to their cart and click checkout, then be brought to the login screen and once they enter their email and password the screen reloads with an error saying the email doesn't exist or the password was wrong.

But I have a dummy account (so I know my info is correct) and when I try to login I can't.  I searched my dummy account information through the admin side and the email is correct and I even tried resetting the password and I get a success message after resetting but I still can't get in.  Plus I have simple master password 2.3.1 installed and that won't let me in either.

What should I look for?

Installing osc onto my computer (not a domain)

Does anyone have a link they could guide me to in regards to how to set up an osc environment on my computer, not a specific website.

My goal is to be able to make changes and test things before I upload the files to the actual site.  So I would like to be able to have the files installed in a particular folder and have an operational site (I don't know if email would work though) on my computer so I can add and remove things and fix any errors before I upload the completely revised site.

I played with wamp(?), in the past but never was able to figure out how to have a working database setup.

I was searching on here but couldn't find anything, maybe I am searching under the wrong terms.

Customer unable to create account

I did a bunch of searches but wasn't able to find a thread that completely matched my issue or an answer that seemed to fix this.

But when someone tries to put something in their cart and checkout then click "new customer" they fill all required information and click "continue" and the page just reloads.  No error message or anything.

Everything that is required is filled out and all the minimum values are met.

Any ideas why this is happening or what I need to look for?

Where can I find the steps required to convert a 2.2 contribution to 2.3.1?

I have been searching and can't find any threads (on here or google) but I don't know if I am even using the correct terminology when I search.
