When I had this issue I just removed the administrator info in catalog/admin/includes/configure.php. Then when I tried logging in it said no administrator, create one now which I ofcourse did. I then proply remoed the login attempts and timeouts so i don't get it again.

I got this error yesterday because it uses the action recorder and it needs the language files to exist.
my browser defaults to dutch, so after I copied the missing files (action_recorder directory) in the dutch language directory over from the english files it worked.
