"edit" in the Comments Added To Your Order (edit) the edit link is not working

steps to reproduse the bug

1- open the home page oscommerce-3.0.2/oscommerce/index.php

2- click in any random item

3- add it to the cart

4- click checkout

5- click in edit that is below the payment method

6- in the "Add A Note To This Order" area, write some note

7- click continue

8- comments will appear in the confirmation page

9- click "edit" in the Comments Added To Your Order (edit)

the edit link is not working
