Collect and charge TAX only for shipping from to your own TAX jurisdiction. (Mostly for your own country/province/state taxes.)

Other countries "international trade" or "customs" department will asses any local taxes, duties, fines and leves imposes by the local tax authorities and goverments. Many transaction are process though a 3rd party private company - normally local - "customes brokers".

Deal with a well known internataional shipper like UPS, DHL or FedEX - they have there own internal international "customs brokers" or deal with repuable local brokers. All these taxes/fees are normally COLLECT.
