1) What if the product attributes change the weight of the product?

2) Formatting Error:
Whenever I go execute the shopping_cart.php file from the catalog it will stretch my page beyond the horizontal boundaries so the user has to use the horiz scrollbar to see their cart. I've looked around the php file but cannot figure out what is pushing it so far over.

I have edited the header and footer and have this whole cart wrapped in a table of 100% width.

The reason it is stretching so far is because you have set the thumbnail images to a extremely large size.
Go to your control panel and then to the images and resize the thumbnails to like 150x150 or smaller.... the size you have are HUGE.... Once a person clicks on the thumbnail they will see the larger view. That will fix your problem there.
