I would install and customize the store for them, then they are on their own to run it. I would charge a fee only because I do have to pay my webhost for the space. Maybe you're supposed to modify it a little first like RedHat does, but I think GPL mostly means the source must be available, not the software must be free. If you want to remove the osCommerce copyright for the catalog tool then you need to make significant changes to the look of the store as the design is copyrighted. You cannot remove the copyright from the admin tool.
