UK PayPal and card fraud.

Hi
This is a fairly basic question but I am new to e-commerce :)
I am UK based and am thinking of using PayPal to collect sales but have read that it appears if we are based outside of the US we are not protected by Paypal.
1) What then happens if someone pays for goods with a stolen card say using VISA.
2) Does Paypal say they are not going to pay you?
3) Does VISA honour the sale?
4) Does the shopkeeper lose all the cash for the sale?

These are basic questions I need to get straight.

Whoever you use you are stuffed if someone uses a stolen card. As an 'International' user Paypal charge you more and give you less. But wait... I read on the Worldpay site that with the introduction of the new PIN numbers pretty soon the responsibility for some types of fraud is switching to the card companies. I watch and wait with great interest.
