I send out the newsletter and my customers just get HTML code in their email. My shop is running 2.2-MS2. I Have a lot of other mods, but the newsletters.php is still vanilla. If you have more customers than your hosts email limit then only half will send, so ideally go with something else. There are alternatives such as mailbeez in you want full integration with oscommerce or you can export your customer emails into something like mailchimp, which is what I do. Its so much easier, its free and you get to design a sensible newsletter. With mailbeez you also get other functionality for sending email. Some come free, others are paid for, but it does work.
