I found it for 2.2 but not sure wich way to go for v2.3.3.4

I want the following

Shipping for the Netherlands (my own country) bases on order total.

(0.01 to 24.99 shipping 6.95
25.00 to 99.99 shipping 4.95
from 100 free)

That is setup and working

But now i want to add a second zone. For all european countries i manually set (germany, Belgium etc)

Always 8.95

Very easy really. Just 2 choiced. Netherlands (already set up) and every other country i have 8.95

I hope i don't need a very complicated add-on to install.

that is just a flat rate I think.

the issue is weight though, you will have a limit for the flat international rate typically 31.5 kg, some countries 20kg (greece, cypress) where it is the postal services delivering the package.
perhaps your products are not bulky so it is a non-issue.

i have zonesworld to take care of zones and weights and maximum package weight overflowing into a second package if needed.

For me that won't be an issue as i have never ever had an order over 20 kilo. As a matter of fact 95% of my orders never go over 5 kilo. If i ever get such a huge order i am happy to pay for shipping out of my own pocket :)

I've really tried to do this with the standard shipping. Can you maybe provide some more details on how to configure this? Again weight is no issue at all. I don't even enter the weight of the products anyway

Ehm. I have flat rate. I use that as en extra option for Dutch customer to choose enveloppe shipping.

And for packages i use Table Method

Extra note. I only want flat rate to be available to Dutch customers

Use Zone Rates, by price, with 2 zones.

Zone 1 = Netherlands
Zone 2 = all others

Can you explain in more detail?

I think i have to do to: 'Zones' in 'location/shipping'? Then fill in a 'name' and 'code'. Do i fill in Zone 1 for Netherlands then add a Zone 2. 1 for every country?

If i use 'zones' can i still use flat rate for Dutch customers? That is a choice for Dutch customers only that will always be fixed price.

Also i want to keep the option for shipping costs based on order total. Not shipping weight

Use the MultiGeoZone MultiTable (MZMT) addon. You can set up separate zones for the Netherlands and the rest of the countries you ship to. Shipping can be based on total order cost, and fixed price shipping is just a single-entry table.
