i want to create an ecommerce site that allows users to create their store within the site (could be using a subdomain), and also to add a 'add to store' button beside every 'add to cart'. So instead of buying a product, they can add that product to their store and resell to their friends.(maybe something like mydomain.com/user-store) .
Can i do those in oscommerce

The customer add product may do what you need. I don't have any experience with it so I can't provide any details about it. If it has a support thread, you should post your questions there. There may be other addons that provide this since this question comes up fairly regularly here.

You could look at osCommerce Mall, which allows users to have a store within the main 'mall' and sell their products.

So the user has his own little shop or page, to which he can add YOUR products? Or HIS products?

I will check the mall.

The user can only add MY products.
The payment goes to me and a commission goes to the user.
Example, a products cost $12.
The user add it to his/her shop, it now cost $15.
After a visitor visits his/her shop(could be myshop.com/his-shop) and buys the product, he/she gets $3.

Ok, that makes good sense.
I guess that you take care of the commission payment to the vendor directly, and the shop need do nothing about that ?
Also, would all vendors be selling a $12 product at $15, or might some sell it at $11 and some at $16 (or whatever).
