I need a shopping cart and store for my web page but I do not want to provide a way to the customer to pay for it on the site, I only want it so that they can submit orders to me. Can I do that with your software?
My customers are on account with me and I send them a statement at the end of each month for payment. I just need a way for them to let me know what stock they are running low on so that I can get the stock levels back up. If your software can not do this can someone point me in a direction that will work for what I need.

You could adapt the Payment On Account module for use with v2.3.x. As far as the stock levels, that would be via email I would assume.

Would you actually ship product/deliver to your customers, or do they pick up? Either way, I don't see why osC's built-in inventory system wouldn't work. For POA, it would have to be updated to work with the current version (2.3.3), but hopefully that will be minor. From the description, it sounds like it would meet your needs. You would enable only that one payment method.
The only complication is if you're drawing sales from a common inventory with a brick-and-mortar store. Then you have to take measures to avoid overdrawing your inventory. One way around that is to have an in-store PC with your store site up, and "sell" in-store purchases to a common account, so that the inventory levels are drawn down. Maybe you could describe your business and what you envision an online store doing for you.
Since osC is free, simply install a copy of it along with the POA module (add-on) and play with it to see if it meets all your needs. Presumably you're going to get a hosting account and domain name anyway (unless you're considering turnkey all-in-one services). If not, you can install a WAMPP/LAMPP/XAMPP/MAMPP server on a PC and play with it there. The appearance can be tailored to your specs, or you can obtain a pre-built theme (some free, some $).

We are an abrasives business. We have a brick and mortar store that I maintain a constant inventory at. I have several body shops and welding shops that I keep supplied with my product. Currently I travel to each location with a trunk full of inventory guessing at what they may need and then if I do not have it I have to ship it to them. I want to set up a system that they can place stock orders that pop up in my email and I will have the choice of shipping the orders out or delivering them in person depending on demand. When I receive the order it would tell me what they needed and also if it was a standard order or urgent.
My current web page is http://www.abrasive.allstarautosalvage.net and as you will see it is just a catalog that they can look at and has no real bonus features. My web company wants 5% to handle a store that I believe is BS as they are not doing anything. This would allow me to set up a so called store front without all of the extras needed to handle credit card or pay-pal transactions so I would not have to pay the web hosting company for handling a store front setup.

set up your products.
remove all the prices (a couple of lines of code)
in the cart page, remove the possibility to checkout.
Instead, when pressing "order" up pops a box asking for their name (I assume you know who you sell to), and whether the order is urgent. Maybe have a date input box when they want the items delivered by. They press "submit" and you get an email showing what they have "ordered".
All in all, not the best use of osCommerce, but it's close enough to what you want to be do-able, and more importantly extensible in the future should you decide you do want to run a "proper" checkout system.
