I have been looking through other people's similar problems but no-one seems to be giving an actual answer on how to fix this.

I cannot access the admin login page as I just get an error message:

Unable to connect to database server!

it seems that your includes / configure.php is incorrectly set up.
At the bottom there are the details for logging into the database, check them to make sure they are correct.
