Hi, is there any way to create a basic user account?

For example, have a user who can add products but not change the look of the page?

Isn't there someone who has this for 2.3.1?

Because I don't know how to update this myself.

Sorry, I don't know of a contribution already updated for 2.3.1.  So, you can do it yourself, or seek out a developer to do it for you.
