HOw can I create an HTML page and insert it onto v 2.3?

SOmething like STS_TEMPLATES for past versions.

The thread http://forums.oscommerce.com/topic/375815-add-new-page-in-v231-which-actually-works/ discusses how to create an "About Us" page by cloning another general information page such as Contacts. Maybe that will be enough for you, or you can use it as a launching point for your custom page.

STS and BTS became obsolete when v2.3.1 was introduced as they are not compatible.

There is NO plan to update them, they are NOT compatible.
