Okay, so, basically, I have two shipping options: Pickup and UPS (can't get USPS methods working)
When someone in my state chooses a UPS option, it passes to Paypal correctly, but the express shipping page allows them to select (again) amongst the options on my site. It sends that info back to the cart correctly, but when the "do express checkout" call is made (third API call), for some reason the module is sending the wrong shipping option.
So, I have a Lot of CA customer who want packages shipped via UPS ground that are having their packages changed to Pickup, and charged accordingly. Then, I have to make an awkward phone call saying if you want us to ship, we have to charge you more money....
I want to resolve this.
I think this is happening only in my state because the Pickup option is only available there.

@Bearclaw
Don't allow PayPal to show shipping options, Either use osCommerce shipping, or use PayPal's shipping options, but not both.

Lovely. Care to share how to make that happen? There is no way to shut off this "feature" in the Express module.

why does this only happen in CA? Could it be the Pickup option causing this? It's set to only show in CA.
Also, We've found that the higher speed options for UPS are also defaulting to ground in CA.

I have the same problem. I cannot find a way to disable the shipping costs option in Paypal. Any ideas would be greatly appreciated.

Call PayPal, they will walk you through it, or check their knowledge base for instructions.

Hello,
thanks for this. It is all working now. It actually worked from the start. The problem was with Paypal. The address I had in Paypal was a UK address and and the Paypal shipping address overwites the OSC shipping address (I think only when it is talking to the server to get the calculations for the shippign costs). Anyway, I puyt a dummy international address in Paypal ( the same as in my dummy OSC account) and it finally worked, Paypal was getting confused with the two different addresses and it was calculating costs based on the address in Paypal.
