problem with adding language in v3.0

In admin>configuration>languages no button "add new".
I`m add action=save, add fill the page. But no result, it`s only one language - eng.
How can i add new one?

@Alkad,

The problem is, there is NO v3.x right now. Not one that is working anyway, delete your installation and download v2.3.1
