Missing phone numbers v 2.3.1

I am now running windows 7 and customer contact numbers are missing again. v2.3.1
I had this problem before and thought I had solved it (with your help) but now it is back
I have read all the threads and tried changing code in checkout_process.php and checking code in database.php
But nothing seems to be altering the outcome.
It is a mandatory field, when I try to register without adding number is requests the number before continuing, and yet I get customers registering and ordering without any number recorded?
What am I doing wrong? I have been searching threads in this forum for days now, and thought I had tried everything.

@Fishaholics,

Your operating system has nothing to do with osCommerce. Either the phone number is required and entered by the customer, or it is not. That setting is in admin>> configuration>> customer details

admin>> configuration>> customer details > does not have any mention of phone numbers only Gender, date of birth, company and state are mentioned in the list.
But when registering, the phone number has a mandatory astorist next to it *
How can I add phone numbers as mandatory customer details.
It used to work fine?

Heei Fishaholics,

I have the same issue, but I could figure out what is causing this on my shop (no solution yet...).

When customers are registering on the shop they are indeed prompted to provide DOB/Phone and other mandatory information - this is all working just fine.
So how come some customers are able to bypass this and create an account without entering mandatory fields?

Well - that's to do with the express checkout for PayPal (at least in my shop that is causing the issue).

What happens is, when a new/unknown customer makes an order and proceeds via the express checkout button for PayPal, after they have logged on into PayPal and clicked on the "pay" button, they are returned to the web-shop where oscommerce have created account for them automatically.

Guess what - all these customers do not have to enter DOB nor Phone numbers - oscommerce created them automatically without this information (this could be because PayPal did not pass the info to oscommerce or whatever other reason).

Perhaps this is the issue with your shop as well?
