How do I create a theme/template?

Ive purchased a template but the template has no php files it only has photoshop files and a css file. How do I go about implementing the theme?

unfortunately with great difficulty if you have no experience with php, css and html

When you purchase a template, you should purchase it for your version of oscommerce. It sounds like you purchased an html template instead. If this is a new shop, I suggest purchasing the template again for your version. The cost of the template will be much less than the time you spend trying to convert what you have since it will have all of the changes in it.

Jack - no it is an OsCommerce Template I now know to check what files the templates come with there are quite a few that only has psd/html files :(
Thanks Nic I am working through the post :)
One question is there any software like Dreamweaver that is cheaper?
