So I have gone ahead and installed 6 shipping modules replicating table.php.... 2 for US, 2 for Canada, and 2 for International....
US and Canada work well.... when i go to click another country to get International activated... it does not show up....
For the zones of International I have created "World Zone" with the All Countries drop down .... is this correct? Or do I have to insert all the countries...?
When Countries are changed from us to canada, canada shippin shows and same for vice versa, only international doesnt work...
any clue?

You can't include countries into the World Zone that you had previously included in another zone. Further, I find that the inclusion of each state/province within each country is usually more efficient than using the 'All Zones' option.
