Hi! I've installed osCommerce script and i want to check some issues!
I want to know where is the .php file with sql filtres?

I am not sure what you mean by SQL filters, but each file that draws information from the database has its own SQL query so you are going to have to be more specific.

I don't believe a standard installation of osCommerce has that function. (someone correct me if I am wrong)

Then your index.php has been modified to include that filter.  A standard index.php does NOT have that code in it.

The "filter_id" is passed to index.php as a parameter

if (isset(filter_id) && tep_not_null($HTTP_GET_VARS['filter_id'])) {

So I am not sure what you are asking for.
