We'd like to create a promotion where customers get $50 off ("Instant Rebate") when purchasing a particular number of items. Is there a contribution for something like this?

The only one I am aware of (there may be others) is the Easy Discount contribution. It can be a little difficult to setup and doesn't have an admin interface but it works very well and will do what you want.
