OSC ver 2.3.1

I am trying to get the Check or Money Order module to work but am not having any luck.
I only have PayPal, Cash on Delivery, and Checks installed.

Upon checkout I am show the Checkout button and the paypal button. I don't know if there should be a third button since I have never gotten any further than this.
When i click on check out then I am go to shipping screen and then I am shown a screen that says "Cash on delivery is your only option" or something similar.

What am I doing wrong here?

Think I've found my problem. I was restricting it to certain geo_zones. when I removed that restriction it now shows up.
