Using OSCommerce 2.3.1 - service provider allows only this version.
Tax rates, zones, class are setup in Location/taxes module. sub-total, shipping, taxes and total are set for display yes and in the priority order listed above.
I assume product net is product price and product gross is price+tax. Gross gets calculated currently based on tax rate.
The shipping, subtotal show up correctly in cart. Taxes and total do not show up in cart.
Total with taxes doesn't show up in cart or even when payment is done using paypal
How to get taxes show up and get calculated in cart and when pay with paypal is clicked?

Further explored and found the issue to be occur only when checked out by non-registered customers
if a customer is logged in then taxes are calculated in checkout and paypal
if a customer is not logged in then taxes are not calculated in paypal - why is that?

if you have set up shipping address based taxes, shipping address is not there may cause this problem
