International-only shipping

I have a client that wants to setup for free shipping in the U.S. (domestic), but needs to have international shipping at a flat rate, say $12 USD. How can I configure this?

Ryan,

Create two zones, one for the USA one for the rest of the world. Then set you free shipping zone to USA and your flat rate zones to the World.(minus USA)

Thanks Chris. How do I edit the Flat Rate shipping zone? It has a few entries for Zone 1, but it doesn't seem to allow me to create additional zones or to edit the countries that are associated with that zone. I can do that with the Zone Rates module, but I don't need or want to mess with weight at all.
