Table Rate option not appearing on site

I'm trying to enable free shipping over $40. I have UPS and the Table Rate methods enabled, but the Table Rate never shows and orders over $40 still get charged. The Table Rate settings areL
Shipping Table
1:1.00,40:0.00

Table Method
price

Handling Fee
2.00

Tax Class
--none--

Shipping Zone
--none--

Sort Order
1

I'm stumped. Any help would be appreciated.
