Can osCommerce support an online mall scenario where each vendor can have their own payment gateway? Thanks in advance for your help.

None of the existing add-ons does that right of the bat, but it is possible to make such functionality via some custom coding.

Chris, does this allow each vendor to have his/her own separate administrative area?

Yes, the commercial malls do allow each store owner his/her own admin area with the mall owner having master access over all 'leased' space.

Also if you are ok with Paypal you can use paypal chain payment system where payment is split into parts saving on multiple fees.
Presently no payment module in oscommerce is available for this but this can also be thought of.
