Not sure what to do here...
UPS XML isn't working for international orders.

have a look... https://store.indianyouth.org/
for some reason, if you put in an international address, there are no options for ups
I have standard allowed - is there something else I should do?

I am having the same issue.... did you figure out what your problem was?

After playing with my clients account, I realized that they had disabled shipping options that weren't obviously labeled as international options.
