Only flat rate seen in v. 2.3.1

Hello,
in my shipping module directory I can see some modules, which are installed with osCommerce. Why can I see only 1 module in admin section? Are the other not compatible with version 2.3.1? Why would they installed, if I can't use it? I need table rate shipping for v. 2.3.1. It is in the directory, but I can't activate. Please help.

Now I installed version 0.9.1 of swftools, but is the same behavior. I tested also swftools without openmeetings from the commandline and it worked fine. So it must be another thing. If I upload a pdf file, I recieve the message: http error 500. It seems, that openmeetings can not connect to swftools. The path to the functions of swftools ist standard: /usr/bin
What can I do?

2.31 only showes the modules which is enabled....to add more simply click on the button marked "install module" and you will see the other available modules.
