Is there any Way to get my STS Template running
on 2.3.1 or to convert it or whatever ?

I have an osC 2.2 manual upgraded to 2.3.1 but
would like to do a fresh install to get rid of
the unused code that is in there from modules
that havent been uninstalled right and to be
up to date and secure.

STS is not working with 2.3.1.
I recommend you to do a fresh install of 2.3.1, and then read the basic guide for this version.
